Mr. Barker is a native of Northeast Florida and graduated from the public schools of Duval County. He was awarded a Bachelor of Arts Degree with Honors in Political Science from the University of Florida. He was elected to Phi Eta Sigma Freshmen Men’s Honorary Fraternity and to Pi Sigma Alpha National Political Science Honor Society as an undergraduate. His Juris Doctor was awarded with High Honors in 1968 from the College of Law at the University of Florida. While studying at the College of Law, he worked as coordinator of the Student Public Defender Program and served as a member of the Florida Law Review. He graduated as valedictorian of his class and was elected to the Phi Kappa Phi National Honor Society and to the Order of the Coif.


After graduation from the College of Law and admission to The Florida Bar in 1968, Mr. Barker was commissioned a Lieutenant (Junior Grade) in the United States Naval Reserve Judge Advocate General’s Corp. He served almost four years on active duty and remained an active Naval Reservist until he retired in the rank of Captain in 1992.


Mr. Barker’s long legal career included a clerkship with the Jacksonville law firms Knight, Kincaid, Poucher & Harris and Ulmer, Murchison, Ashby & Ball. He was appointed an Assistant State Attorney for the Fourth Judicial Circuit of Florida by State Attorneys Don Nichols and Ed Austin. He worked as an associate attorney, shareholder and, later, as supervising shareholder of the business law department of Marks, Gray, Conroy & Gibbs, a major Jacksonville law firm before organizing the Slott, Barker & Nussbaum law firm, where he served as its Managing Attorney for over thirty years. Mr. Barker withdrew from Slott, Barker & Nussbaum on October 1, 2018, to establish his offices in Ponte Vedra Beach serving clients and businesses throughout Northeast and Central Florida.


Mr. Barker concentrates principally on business matters. His interests include litigation and non-litigation matters. He has extensive experience in corporate law and governance, business, banking, real property, industrial finance, commercial law and civil litigation. He is a Proctor in the Maritime Law Association of the United States and has been an AV Preeminent Practitioner (Martindale-Hubbell) for over 40 years. He is a member of The Florida Bar, the American Bar Association, and the Jacksonville and the St. Johns County Bar Associations.

Mr. Barker’s areas of practice include appellate practice, civil litigation, admiralty law, business law, construction law and litigation, corporate law, real estate, real estate litigation, commercial law, commercial litigation and others. Approximately 50% of his practice is devoted to litigation, including litigation in state and Federal courts. He is admitted to practice before Florida state and Federal courts, the United States Eleventh Circuit Court of Appeals and the United States Supreme Court.

Mr. Barker is married to Ann I. Wingate and has a son, daughter in law and granddaughter who live in the Chapel Hill, North Carolina, area. He is an active parishioner of Christ Episcopal Church in Ponte Vedra Beach, Florida, and active in its choir and other choral and musical groups in Northeast Florida. He currently serves as President of the Florida Chamber Music Project, Inc., an organization that strives to present high quality, classical chamber music to audiences in Northeast Florida.
